I want to see all Candidates are tested on their knowledge of government in which they seek a seat. Five years ago, half of our City Council 12 has been replaced by the newly elected candidates. During the campaign, an organization of citizens in which I was involved informed all candidates for the board that we mounted a manual on the government of the city charter, its history, functions councilors, parliamentary rules of order, etc. One applicant has borrowed equipment, he studied thoroughly and prepared to take a seat on the board – and he was not elected. The six candidates who were elected did not even know parliamentary procedure, which is rules by which most legislative sessions are run. Some of them had never attended a board meeting until they took their places. Surely we should amend the federal and state constitutions to require candidates to demonstrate they have gained at least a rudimentary knowledge of how the government which they hope to be elected!
